Summary
The applicant made three complaints of breaches of rules. Two concerned the eligibility of a person to be elected to two committees and a third to a failure by his branch to hold monthly branch meetings and branch elections by 31 December in each alternate year. The Certification Officer struck the first two complaints out at hearing on the ground that they had no reasonable prospect of success. He upheld the third complaint. He did not consider it appropriate to make an enforcement order.
